Alright, so I got reminded of what I typed a few days ago in a different conversation about Naruto vs Pain. More specifically, the infamous stuff that people always tell the animator who did it to hang himself over because they take this shit too seriously (different topic, I digress). But it's actually not bad animation (oh shit, now they'll hang me too).

Let me explain. First off, the guy isn't a bad animator. At all. In fact, he easily has some of the best fights in the series under his belt. Here's his track record. Just for people to understand without having to look it up for themselves, he did Sasuke vs Orochimaru in the Forest of Death, Hiruzen vs the Edo Hokages, and easily one of the greatest fights in the entirety of the anime, Naruto vs Sasuke.

I'd say that speaks for itself that he isn't a bad animator. So what's the deal? A few reasons actually. One, freeze framing can make anything look silly if you catch it at the right time. Freeze framing can turn this to this.Or this to this.

The other reason is simply because it doesn't fit the character. Pain is meant to be stoic, show no emotion. That's his charm. So having him get his face folded in looks absolutely ridiculous.

The last reason being how long they kept the weird faces in motion. You don't have to freeze frame the show to see this... thing.

All in all, it's not bad animation. The guy who did it is not a bad animator either, he's responsible for half a the taijutsu you grew up loving. And that's not to say that Naruto has no bad animation. The scene gained infamy and people not knowing what they're talking about in some regards solely because the little 'errors' (that are done on purpose) were far more noticeable, and did not fit the character of Pain. That is where the 'bad animation' of the scene comes from.
