Information about Correspondence Courses for All Newly Enrolled Sea Cadets and their Parents.

Welcome aboard! I would like to take this opportunity to provide everyone with the
information about the mandatory correspondence courses for each cadet and the reason why they are important and beneficial in reference to the U.S. Naval Sea Cadet Corps (USNSCC) program.

Education is one of the keys to building a successful future. As part of the U.S. Naval Sea Cadet Corps program, a syllabus is designed for the Navy League Cadet Corps (NLCC Syllabus) and self-study correspondence courses Navy Sea Cadet Corps program (NSCC Correspondence Courses). Each contain the mandatory correspondence courses that each cadet must complete for advancement. These lessons are designed as the “homework” for all cadets before and/or after each of the monthly drills of a unit.

For the cadets enrolled in the Navy League Cadet Corps (NLCC), the first correspondence course homework is the “Part I NLCC Apprentice Cadet” course. The first lesson is listed on Part I-1, course title “NLCC/NSCC Organization and Chain of Command”. The test of Lesson 1 is listed on Part I-7. Therefore, the NLCC cadet is expected to read, study, and complete the test of each lesson at home and submit a hard copy of an answer sheet during each drill to a designated instructor for grading. For anyone who does not have access to a printer, please see an instructor during the next drill for the blank answer sheets for the correspondence courses.

As for the cadets who are enrolled in the NSCC, the first required correspondence course is the Basic Military Requirements (BMR). Each NSCC cadet is expected to read, study, and complete the test of each lesson at home and submit a hard copy of an answer sheet during each drill to any designated instructor for grading. The BMR is also recommended for parents and adult volunteers who do not have a military background. It is very beneficial for parents to familiarize themselves with many of the military terms that are constantly used in the program and the strict uniform requirements as set by our national office.

There is currently no set limit on the number of lessons or tests each cadet can take on a monthly basis. It is recommended that each cadet should complete and submit at least one correspondence course per month. Based on my direct observation as a volunteer since December 2016, it is proven that cadets who complete more lessons in their perspective syllabus are much more knowledgeable on a variety of subjects and learn faster than the ones who do not. Consequently, the cadets who do not complete the courses may not be permitted to participate in certain trainings outside of our division, which will hinder them from their rank promotion, self improvement and positive learning development.

In summation, this self-directed/self-paced correspondence course learning can be a good way for our cadets to learn about time management and self-discipline. All the correspondence courses, training manuals, and parent’s handbook can be downloaded from the USNSCC Homeport at http://homeport.seacadets.org. In addition, it is reminded that parents and adult volunteers who are new to the program will also find both our division website (www.SeaCadetsDE.org) and the USNSCC national website (http://www.SeaCadets.org) helpful in answering many of the frequently asked questions.

Positive parental engagement will continue to play a key role toward the success of each enrolled cadet and the overall successful of the NLCC/ NSCC program. It is reminded that parents should always display respect and courtesy particularly if adult volunteers reach out to you to offer assistance either for uniform requirement compliance or any other training arrangement in good faith. Parents and adults are expected to hold a high standard of professionalism in order to serve role models, either in person and/or through any electronic communications including emails, when they are communicating with anyone within or outside our division as related to the USNSCC program.

Basic Military Requirements (BMR) is a self-study training course that covers the basic professional military knowledge required of the men and women of the U.S. Navy and Naval Reserve. This course provides subject matter that directly relates to the naval standards for the apprenticeship (E-2/E-3) rates. This course is used for advancement of NSCC personnel from Seaman Recruit (E-1) to Seaman Apprentice (E-2).

Completion of the BMR is a requirement for you to advance from Seaman Recruit (SR) to Seaman Apprentice – Temporary (SA-T), as well as a requirement to attend Recruit Training (RT) in the summer. Upon satisfactory completion of Recruit Training, you can be promoted to full Seaman Apprentice (SA) effective the date you received the ’T’ designation. The sooner you get achieve SA-T, the more time-in-rank you will have at that grade, which will help for time-in-rank requirements for Seaman (SN).

There you will see a table with links to Chapters and Assignments. There are 22 Chapters with 15 assignments. Some assignments cover more than one chapter; there are 50 – 75 questions to each.

Sea Cadet Training Courses

Once you’ve studied the chapter(s) for an assignment, download and print out an answer sheet to record your answers from the assignment.

The Answer Sheet is available at the bottom of the BMR page under Other Links of Interest, NSCTNG 028 CORRESPONDENCE COURSE ANSWER SHEET

Once you’ve completed the Answer Sheet for the assignment, you must submit it to the Training Officer for grading – you will need a passing score of 70 for each assignment. Grades will be entered into the NSCC Correspondence Course Management System (CCMS). Take a picture and email it to tloring@seacadets.org.

For starters, Assignment 1 covers Chapters 1 & 2:

  • CHAPTER 1: Policies and Programs (28 pages)
  • CHAPTER 2: Military Conduct and Justice (40 pages)
  • ASSIGNMENT 1 (70 questions)

Below is a breakdown of assignments, questions and chapters for reference. There is quite a bit of material to cover, over 600 pages and 882 questions – it is advisable to establish a systematic approach to work through this material in order to meet the goal of completing this material before deadlines for Recruit Training. Do not put this off.

Assignments 1, 3, 4, 5, and 6 are the minimum required for RT, but all must be completed for advancement.
